Lount Austin: 12 officers, 1 mess, 6 married and 546 single men.
These places, under the scheme, would be empty, unless required
for an increased garrison, or for use as sanitaria.

In the case of the Other Ranks the greater part
of the increased accommodation is essential in any case,
whilst the provision of more quarters and messes for officers
is not only desiraole for military reasons, but will also save
the very large sums now paid for hirings and for lodging money.

As regards the financial results of the proposals
it is extremely difficult to form an estimate, because the
future cost of building and earth work on a large scale, on
the one hand, and the present value of land and the effect
of throwing large new areas on the market, on the other, can
